(The need for having a central personnel agency)
(1)Expansion in the tasks of government, which now has to undertake modernisation, development
programmes, converting the traditional administration into development administration.
(2)Need to make the personnel working in organisatins professional masters of the work as the
administrative system depends on their effectiveness.
(3)Creation of an institutional structure like central personnel agency for grooming such personnel
in a professional manner.
(4)It shall be nodal agency for giving unified, central direction to personnel activities.
(5)Important role assigned to the agency in formulating forward looking, dynamic personnel
policies and application of modern personnel practises.

(1)Setting up of department of personnel with a secretary in charge under the cabinet secretary.
(2)Functions of the department relating to the formulation of personnel policies, development of
personnel, research in personnel administration on etc.
(3)The department to be divested of the function of administrating and service cadre.
(4)The cabinet secretary to be the secretary general of the department by convention.
(5)The department to be placed directly under the prime minister.
(The functions of ministry of personnel, training, administrative reforms, public
grievances, pensions and pensioners welfare)
(1)The ministry is responsible for policy formulation and co-ordination of activities in the
sphere of personnel administration including administrative vigilance, training, staff
welfare, administrative reforms, public grievances and pensions.
(2)Exercise of control over Indian administrative service and central secretariet services.
(3)It looks after administrative matters relating to central vigilance commission, CBI, Tribunal etc.

(1)Recommendation of government of India act, 1919 which for the first time recognised the need
for setting up of a public service commission.

(1)Conduct of examination for appointments to the services of the union and states.

(5)On claims by persons serving under the government of India or state, for reimbursement of

(1) Increase in the workload of UPSC in holding examinations for recruitment.
(2) Delay in the conduct of examinations, announcement of results leading to problems in filling up
vacancies at the junior levels in the government.
(3) Recommendation of the estimates committe of the parliament which stressed the need for setting
up of staff selection commission.
(4) Commission entrusted with the task of recruitment to lower categories of posts in the government
of India.

(1)Conducts of examinations for recruitment of clerks, auditors, junior accountants, income tax,
central excise inspectors, sub inspectors of DP/CBI/Narcotics etc.
(2)Holds limited departmental competitive examinations for UDC, Grade 'C' & 'D' stenographers.
(3)Renders advise to the ministries/departments/organisations in reviewing, recasting certain
essential and desirable qualifications for specific categories of posts.
(4)Organises pre-recruitment training programmes for schedules casters and tribes.
